New Regulations to Boost Pay and Bargaining Power

The Minimum Wage and Collective Bargaining Regulations, 2024, published on December 6, 2024, via Legal Notice 332 of 2024, transpose Directive (EU) 2022/2041 (Adequate Wage Directive). These Regulations aim to ensure adequate minimum wages across the EU by promoting collective bargaining and enhancing workers’ access to minimum wage protection.
While Maltese law already provides for national minimum wages, overtime rates, a cost-of-living adjustment mechanism, and facilitates collective bargaining; the public sector is largely regulated by collective agreements, and a modest percentage of private sector employers are also bound by such agreements.
